You're mixing up stealth and cloak.
Stealth invisible to radar, requires visual or omni sensor to see.
Cloak is invisible to vision but detected by any form of radar.
The com gets stealth followed by cloak so it requires omni to see.
Strats have stealth.

As FAF is a volunteer project what our devs work on is up to them and it relies finding someone willing (and with the free time) to create the code to implement it.
If you launch this^ it runs off of FAF balance.
T3 Mass fab adjacency is amazing. You can get up to ~80% discount on factories making t3 units practically mass free.
T2 fabs only give an ~20% discount when fully ringing a factory.
If we implement your idea then this grid would cost around 1 t3 pgen to run and be 150 mass positive.
Works for cheap strats too.

How one can prove that someone is griefing?
As far as I know, currently griefers are running wild without any punishment what so ever.
If you see it happen report them and the moderation team will review it and take action.

It shows a floored value and does change based on adjacency
If you hit the economy overlay button top left you can see the actual values.
But I just tested it and it definitely shows the cost changes with adjacency in the ui (-3 m vs -4 usual)
@angelofd347h Never worked in my tests.
If you nuke just inside the ring it will shoot down two, the defence will fire its third too late.
If you fire on the far side of the ring (still inside the defence range) it will shoot down 5, fire a 6th too late to hit.
If you fire over the top it will shoot down 4.
@rowey I make a lot of notes like "How many simultaneous nukes an antinuke launcher can intercept (3 to 4)". A penalty was introduced for failing to connect to the host. As the 'host' is randomly decided in 1v1 its a 50% chance that if the connection fails you will receive the penalty.
