You could probably do it a couple of different ways:
1. Rip the site as html , css and upload it as static files - let it rot on a webserver or cdn
2. Disable write access to the db - this will prevent lots of functionality from working but would act as a sort of archive.

The old forum has already been statically archived. That is what you see when you visit it now.
