Well that is basically 'current mass' / (income - expenditure). The problems is usually 'oh i started gun upgrade so need E asap' or 'i need those inties with assist ASAP to not get air sniped' so you go from surplus E to stalling.

TLDR: probably is usefull, just one more variable to keep in mind.

Actually bad idea ppl are willing to loose rating to not play the map and you want them to be punished even more ?
They will just stand afk and wait for other player to finish essentially wasting their own and other player's time ? Why is this better ?

This is yesterday's video, and it says walls are equally useless now) So yet they a re balanced but now they are a trap of wasting mass and doing nothing)
