I can't help you decide whether to report this or ignore;
But we have already a function to restrict offmap using:

If you believe someone is offmapping to the point of abuse, you can report it. The mod team would then decide if it's worth taking action.

Better solution: make all maps larger but non-pathable near the edge. Oh...
