Add Time and Date to the Patch Notes page.

Im often unsure about the Version Numbers and everything, especially if hotfixes happen rapidly. So I think it would be a nice little QoL change, with reasonalbe effort.

Also Nice to check back when something was changed, you didnt notice before.

The time and date is shown on Github, where else would you like it to be?

I mean those patchnotes the window redirectrs ypu when you first laumch a game after an update.

Updated all the Balance Patchnotes to include the release date in the info section.
