Also, it takes a long time to set up the strategy, which means the defender can counter it just by not losing navy. That's mostly about scouting your opponent and making t1 units, which are fundamental aspects of gameplay. If someone is weak on the fundamentals so they blunder into easily-avoided harm, that is not a reason to change the game balance.
Also, the defender can reduce the harm by building TMD, which isn't very expensive compared to the cost of cruisers.
