is it a "bug" or cheating?

Hello Guys,
so i just had a game where we killed the last enemy com on dual gap but his base didn't explode and we couldn't end the game^^ does anyone know this "bug"?
Also the replay shows a java error so i cannot check it myself if that guy was cheating.Here is the error message showing when i wanna start the replay; It only happens on this single one:

this was the game and MrSheppord was the guy im talking about; Replay URL doesn't work.

That's happened to a game I played although the game ended. It just wasn't Rated when it should have been.
