5x5 maps are vile. Nobody likes them except for a tiny insignificant minority. 99% of 5x5 map games only use a fraction of what the entire game has to offer. It's like asking your friend for a game of chess, but before you start the game, you take every single piece off the board except for the kings, 2 pawns each, and maybe a single knight each. Then you reduce the size of the board to just 12 squares and attempt to have a fun strategic, and interesting game.

While a smaller map does reduce the memory requirement a bit, it has no impact beyond that. Unit count (and the complexity of those units) has long been recognized as the largest influence on performance, and memory consumption - and this 'unresponsiveness' that you're seeing is related to that.
It can impact players at different times, as it's really a measure of CPU 'saturation' - and if the problem is severe enough, it can impact multiplayer games for all players.
Unit collisions play a very big role in this - so anytime you have a situation with a large number of those (like clumps of engineers all crowding around a factory), or traffic jams caused by really tight and complex terrain, you're going to see a very big upswing in CPU activity - which manifests as 'unresponsiveness'.

I've had my ACU not respond to a move command for up to 10 minutes once.
It's pretty bad and very frustrating.

I've never experienced this on the few 40x40 maps that I've played. It usually happens to me on 20x20 maps, specifically setons. It's also occurred on 10x10 maps too.
So small maps are not the solution.
For years now, I and many other players have encountered the bug where the game is late stage and there are lots of units on the field. The issue is that your ACU often becomes completely unresponsive to move orders. You can click once or twice and your acu just doesn't respond, doesn't budge. You can spam the move order one thousand times and still 0 response.
What is this? Can this issue ever be fixed?
This is very detrimental when trying to avoid your acu being sniped by units or a nuke for example, or just in general keeping your acu safe around the map.

this can give quite surprising results, cause last time we had those polls most voted maps were balvery mountains (two maps) and other 5km maps were popular. and most people wanted small, simple maps.
I think current system with more maps and more complex maps as you get more rating is quite good
there are the odd few 5x5 maps that I don't mind, but the majority are depressing and make for dull uninteresting games
