UEF navy factory HQ and Aeon air factory HQ 's BUGs

BUG1: There is no difference between UEF navy factory HQ and normal navy factory.
BUG2: When the Aeon air factory HQ was upgraded to level 3, it will change into normal air factory.

Please fix these bugs ,thanks a lot.

could you post a replay where these bugs occur?
