This is a tournament with BO3 rounds and a BO5 final. It is already quite long and intentionally capped at 16 out of interest of keeping the tournament under 6 hours.

There are 4 qualifiers + a sub tournament. As players qualify, there are less higher rated players able to fill in slots. Otherwise yes, you cannot make it if you are not high enough in ladder to claim a slot if more than 16 people wish to play in each tournament.
